14. The company shall establish a three-year development plan, including the activities of its subsidiaries, in the form and with the content fixed by the Government. The development plan shall be submitted to the Government every three years for approval.

14. The company must, not later than 31 January each year, cause its development plan and that of its subsidiaries to be approved by the Government. The Government determines the form and tenor of each of these development plans.

14. The board of directors shall, at least three months before the beginning of each fiscal year, prepare an investment budget and an operating budget and submit them to the Minister of Agriculture, Fisheries and Food for approval. The budget shall be without effect until approved by the Minister of Agriculture, Fisheries and Food.
The Government may dismiss any director who has acquiesced in an expenditure not provided for in the budget approved by the Minister of Agriculture, Fisheries and Food.
