39. The Government may, on the conditions it determines,

(1)  guarantee any loan contracted by the corporation as well as the performance of any obligation of the corporation;

(2)  authorize the Minister of Finance to advance to the corporation any amount deemed necessary for the carrying out of its functions.

Any sums the Government may be called to pay under the guarantees or to advance to the corporation are taken out of the consolidated revenue fund.
