39. Where a new method is adopted by Statistics Canada to determine the average of weekly salaries and wages, by modifying either the time basis or the content basis, and as a consequence the Base Wage for the annual period computed in accordance with the data of the new method is more than 1 % higher or lower than that computed in accordance with the data of the former method, the averages to be used to compute the Base Wage for a year, for each of the years affected by the change of method, are adjusted by the Minister, in cooperation with the Minister of Manpower, Income Security and Vocational Training, in such a way as to take into account the data gathered according to the former method.
