9. (Repealed).

9. The municipality shall have the same recourse against any person who in dividing his land into building-lots lays out or opens roads or streets without the approval required by sections 5 and 6, or, having obtained such approval, lays out or opens roads or streets on his land in contravention of the provisions of this division.
