125. Notwithstanding section 7 of the Act respecting the Ministère de l’environnement (chapter M-15.2), the powers conferred on the Minister under this Act shall not be delegated to another person, except under section 115.1.
The powers conferred on the Deputy Minister, under the first paragraph of section 33 of chapter 49 of the statutes of 1979, with regard to a decision susceptible of appeal pursuant to section 96 of this act, must be exercised by the Deputy Minister himself or by an assistant deputy minister, provided the latter has been generally or specially authorized by a writing of the Minister.

125. The Gouvernement shall designate the Minister responsible for the application of this act.
