116. All fines levied as a sentence for offences against any provision of this Act are paid into the consolidated revenue fund. However, the fines belong to the municipality in any proceedings instituted by a municipality.

116. No proceedings may be instituted without the authorization of the Attorney-General. All fines shall be paid into the consolidated revenue fund.
However, a municipality may, without authorization, institute proceedings respecting the powers conferred upon it by Division VIII of this act. In such case, the proceeds of the fines shall belong wholly to the municipality.
