4. The entomologist may, at any reasonable time, enter any garden, orchard, field, hothouse, nursery or establishment of a person holding a permit issued under section 18, in which he believes, on reasonable grounds, plants to which this Act applies may be found.
The entomologist shall, on request, identify himself and produce a certificate of his capacity signed by the Minister.

4. Upon the production of a document stating his official capacity, the entomologist shall have the right to enter any nursery, garden, orchard, field or other premises wherein there is reason to believe that there are plants of any kind.
