18. Every person, other than the holder of the permit issued under section 3, who sells or offers for sale nursery products in Québec, must previously obtain a vendor’s permit. Such permit is issued by the entomologist and the person applying therefor must fill in and sign the form or forms supplied by such officer. Such permit expires on the 31st of December of each year.
