17. No parcel containing nursery products may be accepted for shipment to any destination whatever in Québec unless it bears an official copy of the certificate issued by the entomologist and a statement showing the quantity and nature of the contents. Such copies of certificates shall be supplied by the entomologist on demand to the nursery-men, and every parcel, package or receptacle whatsoever containing nursery products, which does not bear the said copy of certificate may be seized and confiscated by the entomologist, the vendor suffering the loss of such products.

Every plant or plant product transported, held, offered for sale, sold or delivered contrary to this act or to the regulations adopted under the authority thereof may be seized or confiscated by the entomologist, the vendor suffering the loss of such product.
