3.1. (Repealed).

3.1. At all times, the Minister may designate a person to promote the establishment or the maintenance of good relations between an employer and his employees or the association representing them. Such person shall report to the Minister upon request.
The Minister or a functionary designated by him may inquire into any complaint transmitted to him respecting the application of an act within his jurisdiction.
