11. The Minister, in the performance of his duties, may inquire or designate a person to inquire into any matter within his jurisdiction.

11. (1)  The Minister, in addition to the powers conferred upon him under each law which he is charged with carrying out, may require from any person or association any information respecting the economic effects of any order or decree, or respecting the labour market.
He may also authorize in writing any officer of his Department or of an agency charged with carrying out a labour law to make such investigations for him if that officer has taken the oath contemplated in Schedule B to the Civil Service Act (chapter F-3.1).
(2)  No answer to any request for information made under this act may be published without the previous written consent of the person concerned. Except for the purposes of proceedings for an offence under this act or under any other act which the Minister is charged with carrying out, no person other than the Minister, an officer or employee of the Department or an officer or employee of an agency charged with carrying out a labour law may have access thereto. That officer or employee is required to have taken the oath mentioned in subsection 1.
(3)  No publication of the Department may contain any information relating to a particular person or association except with his or its written consent; all information supplied shall be so set out that it cannot be connected with any particular person or association.
(4)  Subsections 2 and 3 do not apply to information or publications relating to a public body.
(5)  For the purposes of this section, the word functionary does not include a certification agent, a labour commissioner or the labour commissioner general appointed under section 23 of the Labour Code.
