440. If, through accident, irresistible force, riot, removal of documents or other similar cause, the nomination of candidates cannot be held, or the voting cannot commence at the hour fixed, or is interrupted by similar causes or by insufficiency of ballot-papers, the returning-officer and the deputy returning-officer, each in so far as he is concerned, shall adjourn to the following day to begin anew, and day by day if necessary until the nomination of candidates and the voting can be freely held. In the case of the polling it shall be resumed by commencing at the hour fixed by sections 225 and 227, and be continued until it has lasted ten hours, so that all the electors who wish to vote may have time so to do.
