438. When a returning-officer or a deputy returning-officer is by this act required or authorized to give a public notice, and no special mode of giving it is mentioned therein, he may give it by advertisement, placards, handbills, circulars or such other means as he thinks best calculated to bring the facts to the knowledge of the electors.
