424. (1)  The penalties, fines and imprisonments imposed for offences against this act shall be prosecuted, recovered and imposed, upon summary proceeding under Parts I and II of the Summary Convictions Act (chapter P-15).
(2)  Every person or association committing an offence against this act shall be liable, in addition to the penalties already provided for such offence, to the costs occasioned by the proceedings taken for the prosecution, recovery and imposition of such penalties, and shall be condemned to pay such costs by the judgment pronouncing him or it guilty.
(3)  Failing payment of such costs, the offender shall be condemned to an imprisonment, not running concurrently, of not less than eight days nor more than two months, according to the gravity of the offence, in the discretion of the judge, subject, as regards associations, to the provisions of section 423.
