333. (1)  When the recount or re-addition is completed, the judge shall certify the result thereof and deliver such certificate to the returning-officer.
(2)  The latter shall then declare to be elected the candidate having the greatest number of votes.
(3)  In case of equality of votes, he shall at once give his casting vote by declaring in writing, and over his signature, for whom he votes.
