303. On the general polling-day, at nineteen hours, or at twenty hours if the polling takes place on a Sunday, the deputy returning-officer who has kept a special polling-station, in the presence of his clerk and of such other persons as are entitled to attend at the counting of the votes and are present, shall proceed at such polling-station to open the ballot-box and the envelopes containing the ballots given, and count the votes in accordance with sections 271 to 282.
