193. Whenever the office of deputy returning-officer becomes vacant, the poll-clerk must notify the returning-officer as soon as he learns of such vacancy, and whenever the office of poll-clerk becomes vacant, it shall be the duty of the deputy returning-officer to notify the returning-officer forthwith upon learning of such vacancy.
