181. On failure of a candidate or, should the case arise, of the person designated for such purpose by the Prime Minister or the leader of the official opposition to furnish the returning-officer with the list of recommendations provided for in subsection 2 of section 180, or to recommend to him persons qualified for the duties of deputy returning-officer or poll-clerk, the returning-officer shall appoint persons whom he deems competent to act as deputy returning-officers or poll-clerks, as the case may be.
