14.1. The director general of elections shall prepare a register of electors with a view to the preparation of a permanent electoral list.
For such purpose, he may enter into an agreement with any person and may require any information pertinent to the preparation of the register from a government department or agency, which department or agency must supply him with that information, to wit, in respect of any natural person, the surname, name of the husband where applicable, patronymic, given name, occupation, health insurance number, date of birth, sex, address and citizenship.
The director general of elections shall not, however, require such information from the Ministère du Revenu, Sûreté du Québec or Ministère de la Justice except, in the latter case, what is necessary to ensure the right to vote of prisoners.
The director general of elections and his personnel shall take the oath of secrecy found hereunder regarding information they might receive which is not pertinent to the preparation of the register.
