141. The right to vote at an election is conferred upon every natural person who fulfils the following five conditions:
(a)  he is entered on an electoral list in force and used at the voting;
(b)  he is of the full age of eighteen years on the last day of the annual revision or, subject to the provisions of paragraph a, on the day of the general polling;
(c)  he was of Canadian citizenship on the day his name was entered on the electoral list and is so still at the time of voting;
(d)  he was domiciled in Québec for at least one year before the day of the issue of the election writ and is so still at the time of voting or if, after establishing his domicile outside Québec for the discharge of duties on behalf of Her Majesty in right of Québec or of Canada, he is again domiciled in Québec on the day his name is entered on the list and is so still at the time of voting;
(e)  he was not, during the preparation of such list, and is not, at the time of voting, affected by any incapacity declared by law.
