128. Before taking into consideration an application for the striking off of a name, the revisors must deliver or send by messenger, to every person against whom such application is directed, a twelve hours’ written notice in form 33. Nevertheless, if such notice cannot be given in time or if the expense involved exceeds $0.60 per notice, the revisors may take the application into consideration without giving any notice, provided it be attested under oath by two electors entered on the same list, declaring that the facts alleged in the application are true.
