122. If an enumerator omits to sign or swear to an electoral list, the returning officer, after examining it carefully and ascertaining, by the means at his disposal, that it is in conformity with the law, may approve it under his signature if, due to insufficient or slow communications, he has reason to believe that such list would not be returned to him in time were he to send it to the enumerator for signature and swearing; and in such case the list so approved shall have the same legal value as if it had been signed and sworn to by the enumerator.
