12. The Gouvernement may appoint, in accordance with the Civil Service Act, two deputies, two secretaries, an assistant secretary, an auditing agent, and as many persons as it deems necessary to aid the director general of elections in the performance of his duties; it shall fix the salaries of such officers.
However, the director general of elections may require, temporarily, the services of such persons as he deems necessary for the performance of his duties respecting the holding of any general election or annual enumeration.
