124. The Community, by by-law, may prepare minimum standards for the construction of buildings and other works in its territory; such standards may vary in different parts of the territory of the Community according to the geography of the place and the urban or rural nature of the territory.
No by-law of a municipality respecting such matters shall validly impose construction standards which are inferior to those mentioned in the building by-law of the Community.
