52. On any matter submitted to the Council, each member appointed by the municipalities other than the City of Montréal shall be entitled to one vote for each one thousand inhabitants of the municipality which he represents; each fraction lower than one half shall be disregarded and each fraction equal to or higher than one half shall confer one additional vote upon such member.
On any matter submitted to the Council, each member representing the City of Montréal shall have a number of votes equal to the population of the City of Montréal divided by one thousand times the number of the members of the Council representing such city; each fraction of such result lower than one half shall be disregarded and each fraction equal to or higher than one half shall confer one additional vote upon the members of the Council representing the City of Montréal.
