47. The special meetings of the Council shall be called by the secretary of the Community upon the request of the chairman of the Council, of the chairman of the executive committee or of the executive committee itself, or upon the written application of not less than fifteen members of the Council; the notice of convocation shall be in lieu of the agenda paper.
At a special meeting of the Council, and at any adjournment of such meeting, no business but that specified in the notice of convocation shall be considered.
