29. Unless otherwise provided in this act, the executive committee shall appoint all the officers of the Community and shall fix their salaries and other conditions of employment.
The official titles of the heads of departments of the Community shall also designate their assistants or any persons duly authorized by the executive committee to replace them when such assistants or other persons act in their stead.
