218. The treasurer shall be personally responsible for all moneys which he pays and which, to his knowledge, exceed the amount appropriated for such purpose.
The treasurer shall sign the cheques issued by the Community. The facsimile of his signature shall have the same effect as if the signature itself had been affixed thereto.
