179. The Security Council shall in particular:
(a)  analyse the budget of the Police Department and submit it, with or without amendment, together with its recommendations, to the secretary of the Community for approval by the Council;
(b)  determine the amount above which its approval is required for an expenditure by the Police Department;
(c)  communicate to the municipalities, the executive committee and the Council, on demand, any information respecting the expenses of the Police Department;
(d)  determine the number of policemen and functionaries in the Police Department;
(e)  approve the hiring standards applicable in regard to personnel of the Police Department submitted to it by the director;
(f)  determine the conditions of employment applicable in regard to the members of the personnel of the Police Department who are not employees within the meaning of the Labour Code and establish their retirement plan, pension plan or pension fund;
(g)  see that the Police Department has all the equipment necessary for the discharge of its duties.
