143. The Community, by a by-law which shall come into force upon approval by the Commission municipale du Québec and by the Minister of Environment upon the conditions fixed by the by-law, may acquire as a portion of its system the ownership of any water treatment plant or work, or any water main or sewer main owned by a municipality and intended to serve the territory of more than one municipality.
