104. The Council, by by-law, may establish the various departments of the Community and establish the field of their activities; it shall appoint the heads of such departments and define their duties.
The Council, by by-law, may establish a Metropolitan Transit Office to advise the Community and the Commission in urban transportation matters; such office shall be a department of the Community.
