103. The Council shall appoint a secretary-general, a secretary and a treasurer.
No person shall be appointed permanently to fill any position contemplated in this section or in the first paragraph of section 104 if he remains in the employ of a municipality.
The Council, by by-law, may define such of their duties as are not defined by this act.
If it deems it expedient, the Council may order that the secretary-general perform the duties of the secretary; the secretary-general shall then have the rights, powers and privileges of the secretary; he shall be subject to the obligations and penalties determined and prescribed with respect to the office of secretary.
