102. The chairman and the vice-chairman of the Council may vote as members of the Council but shall not have a casting vote in the case of a tie-vote.
The chairman of the Council shall preside over the meetings of the Council. He shall maintain order and decorum during the sittings of the Council; he may cause to be expelled from any sitting of the Council any person who disturbs order there.
The vice-chairman of the Council shall exercise all the powers of the chairman of the Council if such chairman is absent or refuses or is unable to act.
