6. The Council shall be composed of fourteen members, including a chairman appointed by the Government, the mayor and three councillors of the city of Hull, the mayor and two councillors of the city of Gatineau, the mayor of the town of Aylmer, the mayor of each of the municipalities of Val-des-Monts, La Pêche and Pontiac, the mayor of the township of Hull, west part, and the representative of the sector of the city of Buckingham, of the town of Masson and of the municipalities of Ange-Gardien and Notre-Dame-de-la-Salette designated in the manner provided for in sections 7 to 18.
If the mayor refuses or is unable to act, the council of the municipality shall designate as a substitute another of its members by resolution, a copy of which shall be sent to the Community before the meeting.
The councillors of the city of Hull and of the city of Gatineau shall be designated by resolution of the municipal council of which they are members.
