36. The Government shall fix the remuneration of members of the Council and the pension of the chairman of the Council.
The Council may authorize the payment of the expenses actually incurred by one of its members on behalf of the Community, provided that such expenses have been approved by such Council.
Such amount as is fixed by by-law of the Community shall be deducted from the salary of any member of the Council for each day on which the Council sits, if such member of the Council does not attend such sitting or does not vote on a matter put to a vote on such day, unless his absence is due to its being impossible in fact for such member to attend such sitting or if he has abstained from voting by reason of a pecuniary interest relating to the matter put to a vote and he has declared such interest at the sitting of the Council.
