28. The Council may make by-laws respecting its administration and internal management.
The by-laws may, in particular, prescribe the length and time of the question period at meetings of the Council, and the procedure to put a question.

28. If a member of the Council, including the chairman, resigns, the resignation shall take effect upon the date on which the secretary of the Community receives a written notice to that effect, signed by the person resigning.
Any vacancy in the office of vice-chairman must be filled within thirty days of the date when it occurs.
