24. The special meetings of the Council shall be called by the secretary of the Community upon the request of the chairman of the Council, or upon the written application of not less than three members of the Council; the notice of convocation shall be in lieu of the agenda.
At a special meeting of the Council, and at any adjournment of such meeting, only the business specified in the notice of convocation shall be considered.
