20. The chairman of the Council shall direct the affairs and activities of the Community and its officers and employees, over whom he shall have a right of supervision and control. He shall see that this act, the by-laws of the Community and the decisions taken by it are faithfully and impartially observed and carried out.
He shall be a member exofficio of every committee and of every commission constituted by the Community.
