163. The chairman shall preside over the meetings of the board of directors. He shall maintain order and decorum at the meetings and may expel any person causing a disturbance. He shall sign the by-laws and the minutes of the meetings over which he presides.
He shall represent the transit authority generally in any public function and in the negotiation of any matter concerning the transit authority.

163. The chairman of the Commission shall preside over the meetings of the Commission. He shall maintain order and decorum at the meetings and may expel any person causing a disturbance. He shall sign the by-laws and the minutes of the meetings over which he presides.
He shall represent the Commission generally in any public function and in the negotiation of any matter concerning the Commission.

163. The decisions of the Council for the purposes of this title shall be taken in the manner hereinafter provided.
Each member shall have one vote called an A vote.
In addition to his A vote, he shall have a number of B votes proportional to the aliquot share in the operating deficit of the Transit Commission of the municipality which he represents.
All of the B votes shall be equal to twice the number of A votes.
The words number of “B votes” shall include fractions of B votes.
The B votes shall be cast only if a municipality is called upon to contribute towards the payment of the operating deficit for the last fiscal year of the Transit Commission.
