14. The Council shall make the appointment provided for in section 9 within thirty days after the chairman or the vice-chairman ceases to be a member.

14. If, at the end of the delay fixed for nomination, there is only one candidate, the secretary shall declare him elected.
In any other case, he shall order a poll.
