494. Any local corporation may make, amend or repeal by-laws to regulate the alteration, maintenance and quality of dwellings, rooms offered for rent, tenement and apartment houses and their dependencies; to prohibit their occupancy if they are not in conformity with the by-laws and with the laws and regulations of Québec; or render those by-laws applicable to existing premises.
