191. On or before the last day of February of each year, the secretary-treasurer shall transmit to the Minister of Municipal Affairs the renewal receipt of the guarantee policy or the new policy replacing it, as the case may be, or a declaration under his oath of office attesting that the hypothecary security is still in force.
