126. The warden or, when he is absent, the deputy warden is ex officio the chairman of the executive committee.
The secretary-treasurer of the county council is ex officio the secretary of the executive committee, except if he is incapacitated or he refuses, in which case the council proceeds to the appointment of a competent person and fixes his salary.
