78. The Government may, by regulation:
(a)  prohibit the removal, alteration or putting out of service of the seat belts of motor vehicles other than pleasure vehicles and of the seat belts for the rear seat of a pleasure vehicle;
(b)  require passengers occupying the rear seat of a pleasure vehicle to wear a seat belt;
(c)  require drivers and passengers of motor vehicles other than pleasure vehicles to wear a seat belt;
(d)  determine any exception in addition to those provided in this subdivision to the requirement to wear a seat belt;
(e)  prescribe the installation and use, in pleasure vehicles, of safety devices for children under five years of age;
(f)  establish standards for the installation and use of such safety devices.
