4. In order to obtain a taxi driver’s permit from the Société de l’assurance automobile du Québec, a person must
(1)  be a Canadian citizen or a permanent resident within the meaning of the Immigration and Refugee Protection Act (S.C. 2001, c. 27);
(2)  be of full age;
(3)  hold a Class 4C driver’s licence issued under the Regulation respecting licences (chapter C-24.2, r. 34);
(4)  understand, speak and read French sufficiently to carry on the occupation;
(5)  provide a negative search certificate or, as the case may be, a positive search certificate within the meaning of the second paragraph of section 21.1;
(6)  not have had his or her taxi driver’s permit suspended or revoked under section 30 of the Act, before 3 months have elapsed from the date of the end of the suspension or revocation;
(7)  if applicable, not have failed, at least in the past month, the examination referred to in subparagraph 1 of the first paragraph of section 26 of the Act; the pass mark for the examination is 60% and the fees payable are $29;
(8)  if applicable, produce a certificate attesting that the person attended the course referred to in paragraph 1 of section 27 of the Act;
(9)  if applicable, produce a certificate attesting that the person attended the course referred to in paragraph 2 of section 27 of the Act; and
(10)  pay a fee of $29, plus $11.60 for each permit issued to replace a lost or damaged permit, to the Société or, if applicable, pay the fees required by a municipal or supramunicipal authority referred to in the second paragraph of section 25 of the Act.
The fee payable to the Société to obtain or replace a taxi driver’s permit is increased by $23.10 when given priority processing. This increase shall not apply if a fee of $23.10 is paid to obtain, renew or replace a plasticized driver’s licence given priority processing at the same time as the application to obtain or replace the taxi driver’s permit.
If the fee to obtain or replace a taxi driver’s permit and the amounts required under the Highway Safety Code (chapter C-24.2) for licences to drive road vehicles paid to the Société at the same time total $48 or more, the person may pay the total amount by direct debit within 12 months of the issue of the taxi driver’s permit or within the period between the date of issue and the date of expiry determined in section 16, whichever is shorter, on the conditions set out in sections 73.6, 73.7, 73.9 and 73.11 of the Regulation respecting licences, with
(1)  the reference to “driver’s licence” in section 73.9 replaced by “taxi driver’s permit”; and
(2)  the reference to “section 73.5” in sections 73.7 and 73.11 replaced by “section 16 of the Taxi Transportation Regulation (chapter S-6.01, r. 3)”.

(10)  pay a fee of $28.50, plus $11.40 for each permit issued to replace a lost or damaged permit, to the Société or, if applicable, pay the fees required by a municipal or supramunicipal authority referred to in the second paragraph of section 25 of the Act.
The fee payable to the Société to obtain or replace a taxi driver’s permit is increased by $22.70 when given priority processing. This increase shall not apply if a fee of $22.70 is paid to obtain, renew or replace a plasticized driver’s licence given priority processing at the same time as the application to obtain or replace the taxi driver’s permit.
If the fee to obtain or replace a taxi driver’s permit and the amounts required under the Highway Safety Code (chapter C-24.2) for licences to drive road vehicles paid to the Société at the same time total $48 or more, the person may pay the total amount by direct debit within 12 months of the issue of the taxi driver’s permit or within the period between the date of issue and the date of expiry determined in section 16, whichever is shorter, on the conditions set out in sections 73.6, 73.7, 73.9 and 73.11 of the Regulation respecting licences, with
(1)  the reference to “driver’s licence” in section 73.9 replaced by “taxi driver’s permit”; and
(2)  the reference to “section 73.5” in sections 73.7 and 73.11 replaced by “section 16 of the Taxi Transportation Regulation (chapter S-6.01, r. 3)”.
