29. Within 30 days of the opening of tenders, a service centre or an educational institution is authorized to negotiate a contract by agreement with any person for the transportation of students to ensure, on the same conditions, the services described in the specifications of the call for tenders, provided that it first notifies the tenderers in writing of its intention to proceed with such negotiations.
