14. Before proceeding with public tenders, a service centre or an educational institution is authorized to negotiate a contract by agreement with the holder of an urban or interurban bus transport permit or with a carrier that provides a municipal or intermunicipal transport service for handicapped persons.
Student transportation under such a contract must be integrated into the regular urban or interurban bus transport service of the holder or into the municipal or intermunicipal transport service for handicapped persons provided by the carrier.
