99. If the council of a municipality fails to adopt the by-laws provided for in section 98 and have them approved within the delay provided, the Community may have such by-laws prepared at the cost of the municipality, amend them, if need be, and adopt them. Such by-laws shall be filed at the office of the municipality and come into force on the date of the publication, by the Community, of a notice to that effect in the Gazette officielle du Québec.
Before it approves or adopts a by-law contemplated in this section, the Community must conform to the provisions of section 95 mutatismutandis.
