7. The representative of the sector of the city of Buckingham, of the town of Masson and of the municipalities of Ange-Gardien and Notre-Dame-de-la-Salette shall be designated by the meeting of the delegates of that sector called and held in the manner hereinafter provided. The meeting of the delegates shall, at the same time and in the same manner, designate a substitute to act in case the representative refuses or is unable to act.
