221. The Community is authorized to organize and supply all the services it considers necessary for the operation of the immoveables contemplated in subparagraphs c and d of section 220 and effect thereon all the works it considers necessary for that purpose.
It has jurisdiction to exercise, within the parks of the Corporation, the prerogatives of the Police Act (chapter P-13) to insure therein order and the protection of persons and property.
It may also, to the exclusion of the municipalities of its territory, exercise within those parks the regulatory powers provided in the Cities and Towns Act (chapter C-19). Those powers shall however be exercised only if the municipality in which those parks are located has no by-laws or refuses to amend its by-laws in conformity with the request of the Community.
